Her advice seems right to me. What happened yesterday was an attempt to get the United States to cut and run from Iraq the way we did from Somalia. Fallujah has been a trouble spot in Iraq since the war ended. So the American military should now lock it down. No one comes, no one goes until the young men responsible for the deaths and mutilations of the American contractors and the constant terrorist attacks in that city are caught. As we saw throughout the 1990s, barbarism allowed to go unchecked will result in further barbarism. For decades, Iraqis lived with the message that savagery works - it helps keep the peace and keep leadership in power. It's no surprise that some continue to use it as a weapon against those who are trying to change the political and social order. It's time for the provisional Iraqi government and the Iraqi police to show a proper response to such savagery. Noonan's response sounds like the approach needed. --------
